The progress of any country, nation, society is driven by its human resource and the development of such; its citizenry, its people, its skills and talents. Resource Preservation comprises funds, 10.01% of the nation’s total expenditure as reported by the Auditor General 2018 and 9.45% in the revised estimates 2019 and 10.83% up by 22.97% in 2020 published estimates by the Ministry of Finance, to enact the policies of the Ministry of National Security, its arms and divisions, along with the crime interjection strategies of the Police Service, whose expenditure is independently control by the Police Commissioner. While the Defence Forces policies and funding are administered and overseen by the Ministry. The non-executive President of the nation is the Commander and Chief of the Defence Forces, further subdivided into the Regiment, the Coast Guard and Air Guard, with reserves and other specialty arms and initiatives.

The closest design is presently the cruise ship design, missing only, agricultural growth, processing and manufacturing production to produce food and medicine to adequately nourish and supply the population needs and wants.

Renovation

Shelter is to offer people protection against nature’s destructive elements; fires and floods. With climate change now here; the hottest days, the highest level of rainfall, building structures to shelter people, with all conveniences, must now be mobile. The housing estate neighborhoods, with foundation structures, are extremely vulnerable, on high ground to bush fires and in low lying areas to floods. Insurance premiums are on the rise and long-term financing is very difficult to secure. Mobile Homes, built upon a vehicle trailer chassis, present the best solution. Financed with a car type loan, insured similarly, parked next to the existing foundation house and moved to rented lands as required for safety.

Agriculture ‘An Economic Driver’

Water preservation is the key to the agriculture industry success. Put simply, without sufficient or with too much, no growth is inevitable. Water quality also plays a big role. Stored water, over time, deposits chemicals at the container bottom, resulting in over treated water. Flood waters moves chemicals from the surface into the sea, leaving mal-nourish soil. Climate change brings long hot days of scorching temperatures and days of heavy rainfall and floods, both to destroy animals and crops; the food supply. The science calls for treated, constantly circulating water, reaching plants’ roots and in reach of animal bodies.

Work Ethics

Many see work as a location, a duty and a responsibility. Work is best described as a function to fill a need, satisfy a want and to solve a problem, for valued returns and payments. Giving an opinion the day after this Budget is fruitless, unprofessional and mostly seen as political bating. Hence, A multi-year Review of the Economy is essential.

The Life Manager

A big picture view is vital to manage Life’s Intangibles and unforeseen risks. Whether managing a nation, a corporation or a single-family unit, the analysis; to continue, transform, preserve or abandon operations, is the same. A constantly updated written plan is the way to avoid or limit negative events. While, securing, nurturing, educating and maintaining, all peoples and properties under charge, must offer peace of mind. Trade ‘An Economic Driver’

Trade is a very big word. Commonly used to refer to (Import and Export) Trade of basic items between nations’ producers and consumers. Within a single country, Trade also refers to the movement of Goods along a Distribution Channel at wholesale and retail prices. Comprising, in most cases, a Transportation (Freight over sea, land or by air) cost, which may also attract custom duties and other taxes into the tradeable price. Protecting the Goods, via handling cost, and its assigned value via insurance policies along its journey from producer to consumer. The word ‘TRADE’ hardly enters the conversation when speaking about the extractive (Drilling and Mining) industry but in much the same way, the legal rights to operate within a geographic zone is trade-able.

Imports, consisting of Raw Materials, Machinery, Parts and Other Inputs, and Finished Products, further categorized as non-consumables and consumables are granted entry by local legal regulations. Such Goods are publicly listed by customs, described and constantly updated, for the purpose of import tariffs (Taxes) to protect local jobs for a short period, while the local industry develops. Noting, the larger the tariff, the more disincentive is placed on these imported Goods to compete with the local price. Hence, the local industry is called to quickly ramp up production and lower its unit price. The immediate response, from the Country of Origin, is most likely to protect their owe economy from exports, from this protectionist country, measured by ‘Balance of TRADE’.

Stopping Mass Murders

A loner, never learning to get along. Would have never been involved in Sports and Games, which teaches and exposes players and participants to life’s basic lessons. It is the quiet ones, with deep unspoken thoughts subject to bullying and hate, silently plotting revenge, never having made or been a part of a team. A team, which is only as strong as its weakest player, will cause individuals to bond and learn that today’s opponent is tomorrow’s teammate. There will never be a magic solution. But through social interaction people can learn to simply respect each other and form a personal peaceful non-violent resolution.

Judging Society

The Productive Class main responsibility is its social intervention, and its moral responsibility. The mission, therefore, is to produce generations of healthy, educated, skilled, thoughtful and insightful adults. Contributing 30 – 60 years of life to prepare and better the opportunities available for their children, to care for their differently able, to temporary assist their unemployed neighbors and to provide comfortable living conditions for their elderly. Society’s discussions and decisions must address and prioritize its national vision to be implemented with A People first, entrepreneurial ideas, ecological, social and economic agenda.

Statutory Bodies; Integrity and Judicial Commissions, and other Committees are as needed to break down tribal and social walls, and provide Justice for All. Such committees are explicitly to oversee, appoint, promote, and discipline persons, who add value or run afoul of established Regulations. Committees to regulate the employees, at all levels in the Public Service Administration, which implement Government Policies. Statutory Bodies and Commissions, funded by an independent, fixed budgetary calculation, as not to be influenced by politicians in The Executive Cabinet. Such Statutory Bodies and Commissions populated with independent and professional thinkers, appointed for a ten-year term, by the society’s Moral Leadership.

The Prison System

The mission is to rehabilitate legally remanded and convicted persons back into the society by exposing them to Ethical Behaviour, and Moral Leadership.  Requiring modern secure prison facilities to educate and re-educate such persons, to build character, Decency and be a productive member of society. On or off duty, prison officers are the effective role models of every prisoner transformation and the level of security expected in a free society. The trained prison officer must therefore be up to the task of constantly being watched and observed, continuously teaching speech and mannerisms, and projecting the state of A Happy Society.

Accused Not Remanded

Hopefully, many in society would never know how it feels to be jailed or remanded. Simply put, the system is that the police, with some evidence, accuses a person of a crime and must detain or place in custody this person while, gathering more evidence and presenting it to a judge. Place in front of a judge, the court can free the person based on insufficient evidence or issue an order of detention or remand while, further tracing is done or until the case is called. In the meantime, held in custody in a jail, a person must learn and know their legal rights or get loss in the system.

Coast Guard

Charged to protect and secure the nation’s marine borders. Armed with satellite and radar tracking, helicopter and drone imaging, mobile offshore stations, and fast intercept vessels, to quickly spot, engage, stop and search all vessels entering its waters. Personnel specifically and technically trained to deploy and perform under all circumstances and to maintain its equipment and vessels. Budgeted and projected as a critical expense, to maintain a heightened standard of efficiency and effectiveness, with funding set aside in reserve to set down any external threat or insurrection. While supporting and being a part of the nation’s Joint Defense Force.

Local Government

Placing Local Government Services directly on every resident’s front door, is critical. The hosting of Local Government elections, throughout the Nation, on fixed dates. Public administrators would design, enforce, monitor and report on the city, town or neighborhood strategic plan. Local or municipal Police officers ready to protect and serve. Health and education to give the best opportunities to all. Social services serving the community. Approving, Building and Maintaining infrastructure and community facilities. A total government approach, with locally available registration and service delivery, centered in a city hall integrated building complex; Security, Healthcare, Education, Infrastructure and Economic Drivers facilities, built using move-able disaster protection pods.

Protect and Serve

The mission is to maintain a relatively safe, secure and A Happy Society. Many of the problems and issues that prevent and detect crime, originates from organizational and social concerns. Organizational issues start and stems from the Leadership, the head of the Police Department, to motivate and strategize toward keeping a secure and safe society. A well equip and trained police force, mobile to follow leads and networked to access backups, can only be driven and directed by good intelligence. Social problems arising from lack of Moral Leadership, broken homes, a faulty education system, labeling and ignoring failures, and ultimately, pushing what could be very productive learners toward a life of crime.

Policies before Politics

Creative ideas and policies, to address and to better lifestyles, must be the driving force strengthening any candidate and party messages, to improve local and national politics. A futuristic manifesto, a strategic plan, structured on Human Rights; inclusive of birth and child rights and supported by economic rights. Requiring Lawmakers, elected and selected, to legislate, oversee, investigate and strengthen, constitutional rights, make new laws, rules and regulations, which can be defended. The judiciary elected or appointed to interpret the existing laws, to judge adherence and punish wrong doers of the orders which governs society. And the executive, selected and elected to operate within the existing law, to develop, implement and change public policies. Hence, calling for policies before politics as the nation governmental structure.

Generational Roles

My ancestors, my biological parents, other mothers and fathers, my role models did not accumulate wealth or win awards, in fact, they just barely survived. They conducted their training, their duty, their execution and their changing roles, from day to day, to benefit sustainable progressive goals; protecting, nurturing and educating themselves, moving society forward and improving lifestyles. My generation was brought up with Moral Leadership and Ethical Behaviour noting that, truth and integrity are still worthwhile principles. In Pursuit of Money! Firstly, money is a very poor tool to measure life but can help in understanding its value. A lifetime of needed nutrition, education and living expenses with family extensions. Secondly, only through such healthy life, can skills and talents be formed, performed and be valued by earning income, money. Next, via such learnt abilities and accessed opportunities, human beings produce and promote goods and services, with attached market supply and demand values, money. The tangible or intangible, fixed or variable, assets are valued via highly complex formulas, which compare like to like, and report progress, money.

TT Mid-Year Revised Estimates 2019

Trinidad & Tobago (TT Mid-Year Review 2019) Ministry of Finance states in its (May 3, 2019) Presentation of the 2019 Mid-Year Budget Review; “Total expenditure has been revised upwards to $52.07 billion, an increase of approximately $300 million over the budgeted 2019 expenditure of $51.77 billion.” Whereas, on the said site, in its (Oct 1, 2018) Budget Statement 2019; Estimates of total expenditure is recorded at TT$55,582,977,415 with a foot note stating, “Development Programme Expenditure of $2,402,453,000 excludes the sum of $2,797,547,000 which is funded from the Infrastructure Development fund.”

Building character and molding integrity is to be exposed to social rights and wrongs, through moral teachings infused in the young developing brain, resulting in ethical behaviour. All improvement processes are driven by entrepreneurial ideas, from multiple sources of persons, with a Lifelong Love of Learning and a burning desire to strengthen their society. Complex academic research papers can simply be put and understood by pointing out the ills of society: People trampling upon each other in the pursuit of wealth, power and status, instead of helping, supporting and assisting each other in the search of Happiness, Peace and Respect. Moral Leadership

Should a nation’s electorate vote, directly for its moral leader, its Head of State, its President? A President, well known for decency, with no political biased, with the power to censure and rebuke public speech and ethical behavior of persons in public office. But more importantly educating and leading the nation by example; listening and guiding public interactions. Leading the nation’s society, away from hate full acts, hate speech and hateful thoughts and towards progressive ideas, workable improvements and constructive remedies, is the mission. Clearly the nation would need to be more tolerant and open-minded on individual rights. Before addressing the nation’s wealth gap.

Decency

To prevent Wars, Insurrections, Civil Disputes, or broken relationships and preserve peace, talking is very necessary. Firstly, identifying topics of concern to all participants, both of agreement and disagreement, must be disclosed. Secondly, stating each party’s current thinking, the present processes and benefits, identifying the thoughts on what must be done and why change. Understanding others’ position, while politely disagreeing with it, is the key to pushing for and fine tuning a more favorable position and flexibility towards any new position. Each party must envisage the desired outcome of any negotiation, from its inception, as Consensus seeking or to reach a Win-Win settlement.

Employment seeking persons have been short changed by the Education System. A society investing heavily in education to produce Workers and Management but ignoring, for the most part, Ownership, is doomed to failure. Failing to encourage and support persons, risk-takers, willing to create jobs, is a huge mistake. A nation with a highly skilled and trained population and constantly producing new graduates, desperately needs new and expanding sectors and industries to keep pace. Major adjustments, to the nation’s education system, are needed, to better the use of the education investment and to imposed better results in its population.

Money before Morals

The world is now in an era of selfish Money grabbing people, colluding to corrupt Morals and Ethics, by any means necessary. Leading A Nation requires money to fund its population’s basic needs and to grow its economy to fund its future, but no matter the sovereign wealth, the nation also desperately needs strong morals, without any political bias.
