Data Driven Decisions

Drastic action is necessary, for nations to deliver improve living standards to its population, driven by Data from Births to beyond Deaths, to adequately and efficiently meet sustainable development requirements. A National Database, publicly accessible, with its backbone of registered births, which is linked to all aspects of life; Governance, Resource Preservation, Human Development, Infrastructure Management, Economic Drivers, Fiscal and Monetary Policy, to calculate the best use of resources.
Frontline data on Resource Preservation; protecting life, limb and property, must be tracked and measured based on historical results of strategies employed and tied into the National Database. Border security and national peace maintained by the defense force produces data on border weak points and illicit trade. While, the police and prison services must maintain a criminal database to detect and monitor people intent on breaking laws. Data on nature and manmade disasters is sourced from numerous agencies, such as; the fire services and the meth office, assisting to predict risks and prepare to limit losses.

Tracking data on Human Development; healthcare, education, social services, community conditions, sports, youth and gender issues, measured and tied into the National Database. A healthcare database used to track wellness programs and schedule preventative actions; vaccinations, clean up, spraying, to limit pandemics. An education database used to monitor skill training at all levels and identify future needs in the workforce. Data on all other social services must also be tracked and analyzed to improve targeted deliveries and eradicate poverty.

Data on Infrastructure Management is used to maintain existing waterworks, electricity, transportation and communication networks beyond the asset’s life span and to plan facilities to match future needs and feed back to the National Database. A water management database anticipating qualities and treatments to meet demands. Electricity generation and security of supply database to meet distribution needs. Expansion of transportation and communication networks as driven by the database. Housing requirements and other community services needed as the population increases.

Collections for Economic Drivers; Energy, Agribusiness, Manufacturing and Trade Industries, all geared for export, to earn strong foreign currencies and pay corporate taxes, while the Service Sector is gear to produce personal income tax, non-tax and capital revenue are also key aspects, all must be tracked to anticipate market peaks and lulls to forecast future revenue and linked to the National Database.

Enhancing Governance by allowing every decision-maker; the president, the executive cabinet, the parliament, the judiciary, statutory bodies and service commissions, to justify proposals, based on the same trusted data, independent analysis and to project attainable results.

It is this National Database, with all its feeds, that should be used to prepare Fiscal and Monetary Policy; the national budget and to set interest rates, from the Auditor General report reconciled to the Treasury statement on the Exchequer account. The national budget formed and adjusted to include recurrent expenditure and development program cost across; Resource Preservation, Human Development, Infrastructure Management, Economic Drivers and Governance, with a five to ten year outlook.
