The mission is to maintain a relatively safe, secure and A Happy Society. Many of the
problems and issues that prevent and detect crime, originates from
organizational and social concerns. Organizational issues start and stems from
the Leadership, the head of the Police Department, to motivate and strategize
toward keeping a secure and safe society. A well equip and trained police
force, mobile to follow leads and networked to access backups, can only be
driven and directed by good intelligence. Social problems arising from lack of Moral Leadership, broken homes, a
faulty education system, labeling and ignoring failures, and ultimately, pushing
what could be very productive learners toward a life of crime.
It falls to the head of the police force to sell a detail plan, with
clear objectives and affordable cost, to the Nation’s Executive Cabinet
Government. Unfortunately, it also falls to the Commissioner of Police to
manage and hopefully achieve the said objective with whatever funds are
approved. Funds budgeted for training at all levels and for the purchase and
the maintenance of personnel kits (uniforms, small arms and body cameras), and equipment
(vehicles, communication and surveillance devises, arms and ammunition). Funds
approved, separate to the nation’s budget, for special purposes and operations,
such as; natural disasters, public festivals, or sting operations.
What is needed is training and equipping local community police, the
eyes and ears, to mixed and build trust with the community, as the local gang
leader would. Training unit leaders to use and share the ground information, to
gather evidence, build a case and execute arrest, at the low or high level of a
crime. Training administrators to adjust salaries and pensions with cost of
living, high risks bonuses and to get value for money from personal kits to
expensive but necessary, equipment. Training executive leaders to motivate the
force, root out negative elements and to implement and approve special
activities to close cases.
Intelligence Data
Driven Policing starts with statistics from the last 10-years, to
correctly calculate; the range and type of crime per geographic and demographic
areas. Calculating the ideal number of officers and equipment needed in that
particular district, with a mobile unit positioned in reserve to quickly respond
and add a backup to numerous surrounding policing zones. What is needed is
established bonded community or neighborhood watch groups ready and willing to
share information, with trusted local police officers. Further, state of the
art designed multipurpose facilities, incorporating a police station and jail
cells, strategically located in the district to house officers and prisoners.
The socially disadvantaged young persons are seeking acceptance and a
home and will be easily influenced by local police officers or local crime
lords. The police are trained to identify the crime gang leaders; as healthy
persons, who eat every day, drive new cars, but has no visible source of
income. These crime leaders target very young persons, who do not eat regularly
and are not doing well in school; overtime cultivating loyalty and discipline
as an employer. Police Youth Clubs are needed to step in to provide better Mentoring
and Parenting, stopping the growth of such crime gangs and
offering better healthcare, education and social services.
