Statutory
Bodies; Integrity and Judicial Commissions, and other Committees are as needed
to break down tribal and social walls, and provide Justice for All. Such committees are explicitly
to oversee, appoint, promote, and discipline persons, who add value or run
afoul of established Regulations.
Committees to regulate the employees, at all levels in the Public Service
Administration, which implement Government Policies. Statutory Bodies and
Commissions, funded by an independent, fixed budgetary calculation, as not to
be influenced by politicians in The Executive Cabinet. Such Statutory
Bodies and Commissions populated with independent and professional thinkers,
appointed for a ten-year term, by the society’s Moral Leadership.
In addition to Human Resource matters, such Bodies and Commissions
would oversee and manage, regulations and rules, to drive effectiveness and
efficiencies. And in various ways, connect with Parliamentary Committees
populated by Honorable People, to strengthen the execution, usage of resources,
communication and the implementation of Government Policies. Standing or
Permanent Parliamentary Committees, such as; Public Accounts or Administration,
work on a continuous basis to oversee operations and view reports on Public
Services. Ad hoc Parliamentary Committees, such as; Special and Joint Select,
temporarily established to examine and report on proposed bills or other
issues, freeing up valuable parliamentary time.
The Police, Teachers and similar types of Service Commissions,
populated by highly experienced members involved in the related discipline,
continuously interviews and assess, would be Public Service employees.
Committees’ roles are to evaluate employees to fill vacancies, to promote,
second or to discharge, throughout various parts, divisions and agencies, of
the public service. Such committees also examine, and reviews procedures and
processes used within different divisions, while monitoring reporting
schedules. Noting that, the public service is charged to implement Executive
Policies, within the country’s, nation’s and society’s laws, rules and
regulations.
The constitution, the country’s, the nation’s, the Society’s highest
Laws, provides for such Statutory Bodies and Commissions to be independently
financed and instituted. Committees which operate under its own rules and
regulations from the election of its chairperson, its meeting schedules, its
secretariat and its annual budget. A budget, an estimate of funds connected to
changes in the country’s economic conditions, which is by statue, cannot be
altered by the government in power, for any reason. The Executive Cabinet, the
government of the day, or its Ministry of Finance, elected and selected, has no
influence on the unbiased continuance of the committees’ members, funding or
work.
The best people, having no publicly expressed political views, and
having demonstrated the very necessary personal moral integrity, should be put
forward. Professionals with qualifications and with the required experience,
including skills needed to assist the relevant Statutory Bodies and Commissions
in its functions, are to be considered. The best people, who are qualified and
experienced for that particular role, in the view of the President, with or
without the opinions of executive and opposition leaders, should be appointed.
Such members are appointed for a term that is longer than the national election
period, to further avoid political influence or interference. Noting, All
Statutory Committees report annually to the President and to the Parliament.
