Electricity Regulations


Using Trusted Data, much of the issues surrounding renewable energy, in many geographic jurisdictions, is legal, not commercial. Existing laws prohibit private electricity generation and supply, with additional regulations hindering usage. Public Policies in small territories, based on depleting fossil fuels and a single owner/operator of the nation’s Generation Plant and Distribution Grid, is outdated. It is critical, with today’s threats and needed security, at a very minimum to double the supply required to fill the current measures demanded. Noting that, it is (Future of Electricity) now physically possible for low capacity generators, located on the same compound, to supply; hospitals, schools, playgrounds, with the sale of excess capacity available to the larger grid.


Lawmakers, focused on the greater public good, must amend legislation to allow for free trade in terms of supply and usage of Electricity. Existing Acts, speaking to controls of Public Utilities; Water, Electricity and Waste, are presently being circumvented. For example, allowing for the import and/or bottling, of well or spring, drinking water, without the required license or written permission from the legally acknowledged authority. While, gas or diesel fueled generators are licensed for import and for use after inspection as the law requires. Hence, wind or solar fueled generation equipment must be made to legally operate, under amended laws, before any access is considered to the National Grid via Power Purchase Agreements (PPAs).

Nations’ Executives, in charge of the public purse, must decide on the preferred Business Models, to secure public electricity supply, via ownership or regulations. Many elected politicians often prefer retaining ownership, at the very least, of the National Grid, leaving, Independent power providers (IPPs), electricity generation ownership and operations to the private sector, publicly listed but under heavy regulations. Regulating the Generating Capacity; number of operators, the type of operation, as well as the price charged. Noting that, electricity like water is considered and should be a basic human right and available to the whole population, hence, policies made by the current Executive must be supported by all in political opposition.

The National Grid must be built, upgraded, maintained and protected, with criminal intent and terrorism in mind, securing through full redundancies. A national grid, which can fall black, if one or three points are disabled, is a clear and present danger. Electricity offers safety and security to person and property, especially at night. Criminals, opportunists and terrorists would enjoy a large spread black or brown out and without planned capacity switches, it is just a matter of time. In a power outage, with thousand of alarm sounding, terrorist shooting and keeping law enforcement and maintenance crews, at bay. Redound electricity generating capacity and grid routing strategies are not nice to have, but crucial.

Application to Generate, plants and facilities producing high or low capacity, must be contracted to supply residential communities, commercial properties or industries before access to the grid. Building added and new generating capacity via Public, Private, Partnership, with a long-term financing strategy and contracted sales to such particular clients, before selling excess capacity to the grid, is a model that can be very beneficial. For example, a seaside community will benefit from a floating windfarm generating electricity to primarily power a desalination plant, providing cheap and reliable supplies of both water and electricity. Many such synergies can be promoted for large scale single purpose facilities, without depleting any existing generation customers.
