to truly eliminate problems of Human Greed and Ego, the education system must deliver
Civics Lessons to the wider population. An ongoing Campaign on and about the
Nation’s Constitution. Changing the Electorate’s mindset. For Example, there are
four branches of (what is publicly referred to as) Government; 1) The
Parliament or Law-Makers, 2) The Judiciary or Law-Custodians, 3) The Executive

Custodians
of Laws and Policies, with Institutional Memory, rules and procedures, and in
total control of their approved annual budgeted expenditure, are permanent judicial
public service staff in charge of analyzing proposals, reporting back to
Decision-Makers, and as, if and when necessary, upholding and implementing such
approved Laws and Policies.
Makers
of Laws and Policies are elected by voters and selected by serving members to
seek the best for the Nation and rely heavily on the Custodians for ways and
means, but cannot legally influence, hire or fire, or discipline the personnel
serving under the portfolio. Noting that, Institutions not subject to public
service rules; Parliamentary Committees, Statutory Bodies, Service Commissions,
Regulatory Agencies and State Enterprises, are and can be controlled with the
appointment of like-minded individuals serving on overseeing Boards.
Hence,
to restore control over the eco-socioeconomic viability of all State
Enterprises is the first role of An Independent Office Of Budgets (OOB), by
publicly pronouncing on the Cost to Benefit effects on all proposed Public Policies,
and the current and future projected financial condition of majority Publicly
Owned Organizations. The OOB will filter Revenue and Expenditure predicted by
such reports, on a timely basis, into the nation’s Long-Term Budgets, and
Publicly disclose the forecasted eco-socioeconomic effects, to Preserve or
Abandon, long before damage is done to the entire nation.
