Problems much like energy can not be created or destroyed
but only transferred and in many cases such problems are deem to be solved by
simply hiding it away. Problems are often misdiagnosed, in the first instance,
as observed on a limited scale, from a single point of view, and by its effects
upon a specific group. Problems are clearly multifaceted, when thought through
it exposes numerous other problems if a single solution is applied and more
than likely creates a greater amount of affected people than the original
problem. Antisocial behavior, for example, is commonly dealt with by locking it
away, keeping a community clean is to relocate its waste, modernizing a land
transportation network is to lessen the need for excessive movement and
managing an economy is to issue more money.
Bullying, crime and other antisocial behavior are controlled
through imprisonment, to please the victims, to punish and rehabilitate
perpetrators, and to offer society redemption. Education is society's way of
comprehensively reducing crime. Solutions are mainly targeted to participants
of, and delivered through, this education system. Graduating high numbers to
claim success while, the true measure of success in education is the intake
numbers into the jails. Compulsory education in the prison system, seen as an afterthought,
is an essential remedy, but prison guard training (discipline) in learning
institutions must also be incorporated. If ones behavior is unacceptable, one
can be a prisoner in school. Noting, the problems still exist through criminals
not yet caught.
Garbage, solid waste, water channels and other efforts to
preserve a clean healthy community continues to surround relocating such waste,
out of sight out of mind. Health and wellness, at a community level, is the
society's main objective. Such communities identify problems as over grown
lots, derelict vehicles, stagnant water, etc. Publishing and sharing pictures
of such eyesores with the hope of invoking removal and changing behaviors. Such
littering offences carry fees, fines and penalties but even if witnessed, it is
very difficult to prosecute far more to convict, hence personal pride and
public shame is much more effective. The responsibility rest with the residents
in the community, keep your surroundings clean, up to the stage of electing
competent representatives to manage community services. Again noting, the
problem of garbage is mostly transferred to another community.
Fuel conservation, traffic jams and other land transportation
issues are mostly viewed as solvable via more roads, rails or highways, while
these problems can be seen as one of purposeful movement. Transport, well
maintained and on schedule, is the society's goal no matter the type of routes
and vehicles employed. Reducing the use of dirty fuels, designating special
vehicular usage on routes at specific times and penalizing the use of private
vehicles at peak hours, are all workable strategies. On further examination,
congestion is cause and can be better controlled by decentralization, moving
services and supplies closer to its destination, and scheduling arrivals and
departures. The motoring public must be disciplined. Noting again that, bottle
necks on popular routes at given times will only sustain the problems.
National expenditure, debt and other economic management
issues relate directly to maintaining a minimum standard of living.
Understanding that, in years of positive revenue flow, the society's
expenditure grew to improve lifestyles, some more than others, but with
decrease revenues such expenses simply cannot be sustained. Borrowings have
grown to support the deficit and is near to unmanageable levels, repayment of
loans and interest expense are very high in the short to medium term, public officers'
salaries and wages were renegotiated and raised, with an outstanding back-pay
due but there is some savings. The population must be taxed more, the question
is by how much, just to maintain present expenses, public debt must be
consolidated and spread over the long-term, and savings must be utilized.
Noting, the problems are only being carried forward unless society finds New
Revenue sources.
