Building a society is not as simple as providing well paying long-term jobs, modern basic infrastructure or support services. Developing a society involves, raising the level of poverty. Housing the homeless, training the unskilled, treating the addicts, is only part of the journey. Giving hope, where none exist, is a tried and tested motivator used by criminal enterprises to recruit and keep members. Social scientists, having studied the criminal enterprises, have recommended such a give-hope program. This technique involves make-work, training, treatment and reward programs, without all components, especially the reward portion it simply does not work as intended. Relocating from a high crime area to a newly designed community with jobs, training and treatment, in which five year old workers are rewarded with their own rental apartment and after resident for ten years, a house, designed with the possible effects of earthquakes, hurricanes, climate change and on indigenous people in mind. These new residents will help reduce crime both in their old and new communities.A society depends heavily on its ability to create wealth from either the productive activities of its citizenry or the investment activities focus around its natural or man-made resources. Driven by economics; earnings from export led extraction of raw materials, cultivation of crops and livestock and manufacturing of finish goods, earnings from tourism income generated from visitors both short-term and longer such as foreign students, earnings from transportation sector with port (sea, land or air) revenue from the movement of goods and people.
Such earnings are reinvested to improve the quality of life. Establishing and maintaining infrastructure: Housing including high rise apartments, condominiums, single dwelling units, for diverse individuals and family-size needs. Hospital, hotels, schools, community buildings and playgrounds, places of worship. Water distribution systems requiring storage facilities, purification treatment plants, for a constant supply of clean water. Energy produced using petroleum derivatives or other naturally occurring fuel sources for consumption in the forms of gasoline, diesel, liquefied or compressed natural gas and of course, electricity, each with its own distribution network. Transportation consists of access roads and mass transit systems for the comfortable movement of goods and people. Communications for an ease exchange of information. Recycling sewage and collecting and processing solid waste to maintain a clean and healthy environment.
Backed by numerous support services; security services including the fashioning of rules by a duly constituted body, the policing of communities, the adjudicating of cases, the punishment and retraining of offenders, educational services from early childhood to professional, technical and vocational training, inclusive of on the job training and supporting embryonic industries, healthcare services such as preventative nutrition, anticipatory safety, emergency response and therapeutic recovery, by highly trained and equipped personnel.
True development, however, requires a sense of hope, a common dream, a culture in which each and every member of society feels useful, needed, rewarded and appreciated.
