The starting point toward any problem-solving
action, must be a clear vision of what reality will become without the
existence of this particular problem. The current reality is constantly being
examined from multiple angles, as to its effect on people and resources. Diving
into detail causes of and surrounding issues pertaining to this problem, will
only scratch the surface of the current reality. While, actions are taken and
implemented, with the common knowledge, to move this problem to someone else's
responsibility and/or to a future time. Hence, solutions must take into
consideration the resulting effects and the creation of new problems.
The solution or fix may cause many more or
larger problems in the new reality, requiring a complete reversal or further
fixes. The view of smoother operations, processes with all people pleased and
all resources cycled, is laudable but very unrealistic. Whilst, the view of the
status co continuing, things remaining the same, is equally unrealistic. Change
is inevitable, whether caused on purpose by this problem-solver or by others,
not even focused on this particular problem, but unknowingly causing changes
seen as unrelated, with an unforeseen resulting effect on this problem. The
problem-solver, focused primarily on this problem with a specific vision in
mind, must deliberately plan and efficiently execute the mission to bring about
the desired effects.
Changes, may provide the desired effects on
particular groups of people but negatively impact other segments, while
positively growing some assets but depleting other resources. This particular
problem must be currently defined by its cause and effect on people and
resources, while measuring the change any proposed actions or options may have
on the same people and said resources. Noting that, segments of a population
and in control of categories of resources, which are not currently negatively
impacted by, and in fact, benefits from the way things are, with this (status
co) problem, will naturally oppose any change. Hence persons, directly concerned,
must be involved and convinced that any proposed change will benefit them personally
and their resources, requiring data driven decisions.
Data gathering, analyzed into Information,
to produce verified actionable Intelligence, is very essential, but will not
accurately predict the new reality. The current reality is formed comprising
data, generated from decisions implemented into natural processes, which is
gathered and rated as to its usefulness and its effect on the problem. Further
analysis of that data, by competent persons with employed resources, provides
information. Intelligence is produced when that information is confirmed and
verified as true, and it is this intelligence, which decision-makers use and
refer to as actionable. Noting that, knowledge, skills and experience surrounds
the entire process but the new reality, without this problem, remains unknown.
Moving this problem to a future time or to
someone else, may not appear to be much of a solution but it may allow for
better thinking, more acceptance and wider agreement. Time, to gather more effective
data, to apply critical thinking and analytical principles, and to disseminate
and solicit feedback on proposed actions or options. Someone else, with a more
patient personality, with the necessary skill-set, with less on their plate,
maybe better to lead this decision-making process. Resulting in solutions that
address the current reality, changing concerned person's circumstances and
managing impacted resources growth. Hence, realizing the planned vision that
must incorporate future actions and options to deal with both anticipated and unforeseen
future problems.
Solutions
are therefore transference, away from this particular problem-solver, creating
desired resulting effects and other problems for future problem-solvers.
Education and progress are firmly based on the transference of knowledge,
addressing problems presented in textbooks and examination papers develops
competence, and seeking advice from persons with the appropriate skill-sets
