Governance (An extract from Foreign Direct Investment)

A nation, the majority of its population, with a clear understanding of the structure and responsibility of society will benefit from lower crime rates, a fairer distribution of wealth, and many more people, for the right reasons, offering themselves for public office. An indoctrination takes place upon joining new (educational or work) institutions; outlining code of ethics and procedural guidelines to direct acceptable behavior and maintain order. The same is true to drive on the roads; regulations (laws) must be followed. Governance is even more important and necessary for nation building. Hence, the need for civics lessons throughout the voting population.

The Three Branches of Government: The Executive Cabinet, chaired by the Prime Minister. The Parliament, (Law Makers) consisting of two chambers the Lower House of Parliament (The House of Representatives) and the Upper House of Parliament (The Senate) and sworn in by the President. And The Judiciary, comprising magistrate, high and appeal courts, led by the Chief Justice.

The People having elected Members to the Lower House of Parliament, these elected representatives must indicate support for a leader from among themselves. The leader with the majority of elected members’ support is invited by the President to take the oath to serve as Prime Minister, appoint a majority of Members to the Upper House of Parliament and forms an Executive Cabinet, consisting only of Members of both the Upper and Lower houses of Parliament, to manage the daily affairs of the nation.

Subsequently, the leader with the second highest level of support among elected Members to the Lower House of Parliament is invited by the President to take the oath to serve as Opposition Leader and appoint Members to the Upper House of Parliament. The President also appoints Independent Members to the Upper House of Parliament. The Constituted Lower House of Parliament elects a Speaker of the House. The Constituted Upper House of Parliament elects a President of the Senate.

The People collectively transfer its moral authority to the Office of the President. We indirectly elect and give the Office of the Prime Minister, the power to make and implement policies that influence daily lives, through various ministries. Policies are vetted by the Office of the Attorney General and the Ministry of Legal Affairs to ensure that it conforms to existing laws. The implementation is actually done by public officers employed through the Personnel Department using tools and facilities provided by the Ministry of Public Administration. It is mainly these executive policies that are addressed in the national budget for implementation.

The Judiciary and the Industrial Court enforce existing laws and settles disputes. While, The Office of the Auditor General reports on past financial activities, Statutory Authorities’ Service Commission and other Service Commissions, Public Service Appeal Board and Tax Appeal Board, Registration, Recognition and Certification Board, Elections and Boundaries Commission, Integrity and Environmental Commissions, Equal Opportunity Tribunal, all administer some level of governance.
