The debate has
started, with a free top of the line, world class, Human Development system
available to all citizens, straight out of the womb, should locally trained but
foreign employed persons contribute, voluntarily or by some other enforcement
mechanism, back to the Human Development system to maintain standards for
future generations. The objective is not to stop the brain drain but to build
national pride; it is not to deter immigration but to tangibly show gratitude.
The previous generations built this Human Development system that supported the
success presently enjoyed and it needs returns on the investment to fund its
future successes.
The system of Human
Development encompasses; Healthcare, Education, Social Services, Sports,
Culture and the Arts. Healthcare involves nutrition, directs wellness through
physical activities, controls drugs through dispensary, manages rehabilitation
for addicts and delivers emergency programs through regional clinics and
hospitals along with special treatment centers, and is responsible for building
new, for expanding and maintaining facilities, and of course, the recruitment
and training of personnel.
Education
overseeing curriculums development, administers facilities and recruits and
trains personnel for pre-school (Early Childhood Care ECC), primary, secondary
and tertiary institutions along with special purpose education operations and
emphasizing Science and Technology. Social Services addresses poverty
reduction, manages food grants, the needs of the differently able and the
homeless, among other outreach programs
administered, to reach the people truly in need, and to incorporate the
necessary training component.
Human Development is
financed as an investment by taxpayers to improve living standards, here, for
it citizenry. Many have chosen life in a different corner of the world where
opportunities enhanced their lives but be truthful, home is and will always be,
the foundation of happiness. From the joyful experiences on the school
playgrounds to unjust detention after school, the school’s sport-days and
parties, the first kiss, all the small but many memories of education must be
there for future children.
This Human
Development system is now recognized worldwide because some graduates
represented and performed above expectations, preparing the path for others to succeed,
as is presently being done. The mix of vigor, academic, skill training and
living experience has been well received by numerous foreign employers and
consumers, as moral, discipline and fun, evident in all daily interactions, as
many foreigners have asked; is that the same stiff, straight face, demanding
person, eating and dancing, like there is no tomorrow.
Geologists,
Petroleum Engineers, Healthcare practitioners, Performers, Athletes, Artist, Designers,
and so many more have all been produced out of this system, many of which are
based abroad and others travelling abroad to work. Giving back should be a
matter of pride but another mechanism is, of course, contractually. Utilizing
the education database and foreign missions for collections and to send out
gentle reminders, second notices and ultimately, penalizing warnings of fines,
seizures and forfeitures, publishing and shaming individuals into action,
before approaching the courts to levy bank accounts, garnish wages, or auction
properties.
Noting that, the
true incentive of this proposed act is its very low rate application. If all
foreign based and earning professionals contribute 1% of their annual income, for
each stage of school, that means; for completing Primary only, 1%, for completing Primary and Secondary, 2%, for
completing Primary, Secondary and Tertiary, 3%, it will significantly reduce
the high cost of expenditure presently charged to only locally based earners.
